The mission of Thunder Bay Transportation Authority is to provide safe, quality, dependable and affordable public transportation services to the citizens of Alpena, Alcona, and Montmorency Counties.

Regular Board of Director meetings will be held on the 4th Thursday of each month at 2:00 p.m. in the board room of our facility located at 3859 US 23 North, Alpena, Michigan 49707. Person’s requiring assistance to attend meetings should call the DART office at 989-356-4596. This schedule is subject to change with proper notice. **DUE TO COVID-19, MEETINGS MAY BE CHANGED.

Thunder Bay Transportation Authority, hereafter referred to as TBTA, has their registered office at: 3859 US 23 North, Alpena, MI 49707. The service areas for TBTA are the County of Montmorency, the County of Alpena, the County of Alcona, and the City of Alpena.

Currently, TBTA holds service agreements for transportation service with Dial-A-Ride with the City of Alpena; and Northeast Michigan Community Mental Health Authority (CMH). TBTA maintains public (open door) transportation to all of the individuals and the community at large within the service areas as noted.

The Alpena Dial-A-Ride Transportation (DART) service began operations in 1974 and was the eighth smallest bus system to be started in Michigan. Since that time the system has logged nearly 7.7 million miles and carried over 4 million passengers. Today the DART system consists of 7 wheelchair lift equipped buses operating 7 days a week on a demand-response basis. DART is proud to provide transportation service to all segments of the population within the greater Alpena area, but most notably to the elderly, handicapped, and youth, many of whom have no other means of moving about in our community.

Funding for the system is derived primarily from three sources:
1. State and Federal reimbursements

2. Fares
3. A 1 mill City property tax levy

A one-half mill tax levy was first instituted in 1976 by a vote of the City electorate and has been renewed every 4 years by an average 3 to 1 vote margin. In 2005 the electorate approved an increase in the millage rate to 0.65. As of June 2020, the rate is at 1 mill.

With over 35 years of continuous service, Dial-A-Ride looks forward to many more years of providing safe and affordable transportation for the citizens of Alpena.

Rides to Wellness

Rides to Wellness is a premium, non-emergency medical transportation program throughout Alpena county. RTW provides one-on-one, door-to-door service to riders going to medical appointments or other wellness-related activities.

Who is Eligible

Rides to Wellness is open to all passengers who reside in Alpena County.

When is Transportation Available

Beginning February 2, 2026, RTW hours will be Monday – Friday, 8:00am to 4:00pm

What is the Fare?

$15 a ride, one-way, in Alpena county. Riders are allowed to make one additional stop for an extra $10. Riders may also bring a companion along with them FREE of charge.
